City of Paducah issued the following announcement Dec. 2.
Effective today, the traffic signals at Broadway at 6th Street and at 7th Street are flashing red. The signals are not malfunctioning. This is the first step in a process to remove the traffic signals and convert those intersections into all-way stops.
The traffic signals at those two intersections will flash red until March 2, 2020. This provides a 90-day period as required by the Manual on Uniform Traffic Control Devices (MUTCD). The MUTCD is issued by the Federal Highway Administration of the United States Department of Transportation. It specifies design, installation, and use standards for traffic signs, signals, and other transportation markings.
The purpose for the traffic signals to be in an all-red flashing mode is bring awareness to the public of a proposed upcoming change. After the 90-day all-red flashing period, all-way stop signs will be initiated at those intersections, and the traffic signals will be removed.
The decision to move forward with the removal of the traffic signals at Broadway at 6th and 7th Streets was based on the results of a Signal Warrant Study conducted by HDR in 2017. The study showed that these two intersections and the intersection at Broadway and 5th Street could be converted from signalized configurations to all-way stop intersections.
Earlier this year, a traffic crash damaged beyond repair one of the signal posts at the intersection at Broadway and 5th Street. The Engineering-Public Works Department installed temporary stop signs at that intersection and monitored the traffic flow. That intersection now has a permanent stop sign configuration. Next year, once the all-red flashing mode period ends for the intersections at 6th and 7th streets, those two intersections will mirror the current configuration at 5th and Broadway.

Note: The Signal Warrant Study was conducted in 2017 as the City was researching the conversion of both Broadway and Jefferson Streets from their current one-way configuration back to a two-way configuration. At this time the City of Paducah HAS NO INTENTION of changing the configuration of either Broadway or Jefferson Street.
