U.S. Senate Republican Leader Mitch McConnell emphasized the importance of maintaining vital security authorities during a recent address on the Senate floor. McConnell highlighted the imminent expiration of a key authority that law enforcement and intelligence professionals rely on to monitor and mitigate serious threats.

McConnell pointed out the significance of Section 702 of the Foreign Intelligence Surveillance Act (FISA), stating, “This authority should not be controversial. And it should not be conflated with well-known FBI abuses of FISA’s Title One.” He stressed that Section 702 provides crucial information while placing guardrails on how intelligence collection is conducted, specifying that it does not authorize surveillance of Americans without a warrant.

Acknowledging past issues with the FISA process, McConnell underscored the accountability reforms included in the legislation to address malfeasance and incompetence. He expressed support for the bill, which he described as including significant reforms to FISA, emphasizing the importance of maintaining a balance between national security and individual rights.

McConnell warned against imposing further limits on critical FISA authorities, stating, “Misguided efforts to require a criminal-law warrant to sort and organize those data on U.S. persons would end the ability of the FBI to keep America and Americans safe.” He urged his colleagues to prioritize national security and avoid any actions that could hinder efforts to combat espionage and terrorism.

In conclusion, McConnell emphasized the urgent need to prevent a lapse in essential tools for identifying and stopping threats against the United States. He declared, “I will not be party to any effort to make it harder to meet these challenges. And the Senate will not allow vital security authorities to go dark.”
