McConnell backs bill to enhance congress's say in U.S. trade policy

U.S. Senator Mitch McConnell has joined a bipartisan effort aimed at re-establishing Congress’s involvement in U.S. trade policy. The legislation, known as the Trade Review Act of 2025, seeks to require congressional approval for any unilateral tariffs proposed by the executive branch. This measure is spearheaded by Senators Chuck Grassley and Maria Cantwell.

Senator McConnell emphasized the economic drawbacks of tariffs, stating, “I have continually emphasized that a trade war is not in the best interest of American households and businesses. Regardless of intentions, tariffs are bad policy. Tariffs make it more expensive to do business in America, driving up costs for consumers an average of an additional $1,200 per year. Free trade is essential to Kentucky’s economic success. Many thousands of jobs in our biggest industries – auto manufacturing, bourbon production, and agriculture – rely on America’s export economy.” He underscored his support for the legislation, saying, “I am proud to join my colleagues in support of bipartisan legislation to reinstate the role of Congress in U.S. trade policy, which would require Congress to approve any new trade policies and tariffs.”

If enacted, the bill would necessitate the President’s immediate communication with Congress upon imposing or increasing a tariff, providing a justification and analyzing the potential impact on U.S. businesses and consumers. Congress would then have 60 days to approve the tariff, or it would expire. The bill also permits Congress to cancel tariffs, except for anti-dumping and countervailing duties, by passing a resolution of disapproval. The proposed legislation aims to restore Congress's constitutional powers as stated in Article I, Section 8.
