US Senate Republican Leader Mitch McConnell emphasized the importance of a strong defense industrial base and the link between national security challenges and the need to address them. He highlighted the consequences of withdrawing from Afghanistan, failing to respond decisively to terrorist attacks in Syria and Iraq, and withholding lethal assistance to Ukraine. McConnell argued that disengaging from the world has higher costs than engaging and that investing in American leadership brings benefits beyond national security.

McConnell pointed out that the majority of the approved security assistance for Ukraine has directly benefited American manufacturers, supporting jobs and expanding the country's industrial base. Over $70 billion in investments have been spread across at least 38 different states, with production facilities in various locations. These investments not only replace what is used to weaken Russia's military strength but also meet the growing demand from allies, as NATO countries have invested $90 billion in capabilities produced in America since last February.

The investments in the defense industrial base also contribute to equipping US forces for long-term competition with China. McConnell highlighted the Patriot interceptor as a highly sought-after weapon in the US arsenal, saving American and allied lives. The production of this air-defense system, based in Tucson, Arizona, with components sourced from across the country, could expand by nearly 20% with additional resources. Similarly, investments in the production of the 155mm round, a versatile munition, have led to a capacity expansion that allows US manufacturers to produce double the previous amount. Further investment could increase production to 1 million rounds per year.

McConnell dismissed the claim that these investments detract from other security priorities, emphasizing that expanding production capacity to respond to Russian aggression also benefits American manufacturers in meeting the needs of allies such as Israel and Taiwan. He reiterated the national security interests in supporting Ukraine, countering Iran-backed terror, and addressing the strategic competition with China.

In conclusion, McConnell asserted that the United States has the means to lead the free world and ensure its own security. In the face of coordinated aggression from adversaries, he stated, "We win, they lose."
